Ann Scott (1801-1872) was the daughter of George Scott of Stourbridge.
The witness on the marriage certificate is William Vaile (1826-1886) and his second wife Mary.
(William Vaile's first wife was Mary Elizabeth Scott, a grand-daughter of George Scott.)

Some of the information here is speculative. I don't know for sure that this John Jones is the father of my ancestor George Jones. However, this is the most likely match that I have found. The marriage certificate of George Jones says that his father's name was John, and says that George was a tailor and that John was a labourer. The 'Church Street, Stourbridge' address also ties in quite closely with George's later information.
